On 5 September 2015, Somaliland Sun reported that stone-laying foundations of a water bore-hole had been placed at Botor in Gebiley region to serve Tog-wajaale town. The report, bylined M.A. Egge, described a ceremony at which the foundation stone was laid.

Somaliland Sun reported that the ceremony was attended by Water Resources Minister Bashe Ali Jama, Finance Minister Zamzam Abdi Aden and Commerce Minister Musa Kasim. Also present, according to the report, were Gebiley deputy regional governor Ali Abdillahi, Gebiley Mayor Cllr. Mohammed Amin, Wajaale Mayor Cllr Ibrahim Haibe and several other dignitaries.

Somaliland Sun reported that the project is funded by the Darul Bira Foundation and is being implemented by the Ahlu-Sunne al Khayriya Trust. The report describes the trust as the implementer, not as a contractor under a tender or contract. No funding amount, currency, agreement or disbursement is stated for the Darul Bira Foundation funding.

At the ceremony, Finance Minister Zamzam Abdi Aden thanked the implementers and praised their services to the public, Somaliland Sun reported. She also praised the Somaliland ambassador to the UAE, Bashe Awil, adding: "He has astoundedly done much for SL in the very short period he has been in office", according to Somaliland Sun.

Somaliland Sun reported the head of the Ahlu Sunna Al Khayria trust, Sh. Hassan Osman, as saying the trust has made and/or implemented hundreds of projects in the country. According to Somaliland Sun, the trust claimed 120 water wells/bore-holes, 40 madarasa (schools) and 2 MCHs, and said it disburses school fees bursary to pupils and students in several institutions.

> **Note:** The 2015-09-05 Somaliland Sun report establishes a foundation-stone-laying ceremony only. It does not state any project, contract or total cost or currency for the Botor bore-hole; nor any funding amount for the Darul Bira Foundation. It does not state a completion date, timeline, capacity, yield, litres per day or population served. It does not state whether the bore-hole was ever completed, commissioned or is operating. The trust's claimed project counts and bursary disbursements carry no locations, dates or independent verification. The ministers' 2015 titles are not current confirmation.

The 2015 report does not establish any post-2015 outcome for the Botor bore-hole or the Tog-wajaale water supply expansion. What has happened since 5 September 2015 is not covered by the evidence in that report. Whether construction began, stalled or advanced is not stated.
