The African Development Bank set out the Rehabilitation and Expansion of Bosaso Power Grid and Strengthening of Energy Sector Institutions (ESPSEI) in a project appraisal report dated November 2025, covering Bosaso in Puntland, with a planned board presentation on 5 December 2025.

In its project information sheet and paragraph 9, the African Development Bank puts the total project cost at UA 18.021 million: UA 7.0 million from the African Development Fund, UA 10.0 million from the Transition Support Facility and UA 1.021 million as an in-kind government counterpart of office space, land and security services. It records installed generation in Bosaso at 24.18 MW against 14.59 MW available, and an implementation period of 2026 to 2030.
What it means on site
Paragraph 23.2.1 describes subcomponent I.2: 13 km of existing 15 kV network rehabilitated and replaced at 11 kV, an additional 36 km of 33 kV lines and 15 km of 11 kV networks built, about 51 km of new medium voltage lines, four 33/11 kV substations of 7.5 MVA and 20 pole-mounted 11/0.4 kV transformers, with ten load break switches. Cable routes, pole positions, clearances and switch locations are design matters, so a contractor or client can use this to prepare for wayleave, trench and outage questions rather than to price anything now.
What the source does not establish
This is an appraisal before a board presentation planned for 5 December 2025, so approval is not shown as granted. The kilometre figures, substations and transformers are design targets for 2026 to 2030, not works completed to date. The report does not set a contractor, a procurement date, unit rates or a route survey, and it says nothing about the present condition of the Bosaso network, the tariff or generation. A signed grant agreement, a procurement notice or an implementation report would confirm the current state.
