Bosaso power: 24.18 MW installed, 14.59 MW available, mostly diesel

The African Development Bank published a project appraisal report in November 2025 for the Rehabilitation and Expansion of Bosaso Power Grid and Strengthening of Energy Sector Institutions, ahead of a board presentation planned for 5 December 2025. The report records the city's present generation as a nameplate figure and a much smaller available figure, and sets out distribution works intended for 2026 to 2030.

What the source records

The appraisal states that installed power generation capacity in Bosaso is 24.18 MW while available capacity is about 14.59 MW, made up of 23.18 MW of diesel and 1 MW of solar photovoltaic without battery storage. It attributes ownership and operation to Puntland Electric Power Company, whose generation accounts for about 75 percent of the total, with Tawfiq, Somtel and Al-Fardaws at about 25 percent. The same document records a 3.5 MW solar plant in the western part of the city as completed but not yet connected, expected on the network by the beginning of 2026, and a PEPCO 4.5 MW medium speed diesel plant under repair, expected in commercial operation by the end of 2025. What it means on site

Nameplate and available capacity are different numbers, and the gap is what sizes a genset, a changeover or a cold store. A client planning a workshop, a water pump or a hotel can ask the utility and the local electricians what firm capacity reaches the plot at peak hours, not what the plant can produce on paper. The report names voltage drop and transfer limits on isolated 11 kV and 15 kV networks at peak load, which points to voltage logging at the meter and a check on transformer rating before committing to motor loads. General practice is to confirm the supply capacity in writing from the utility before ordering equipment.

What the source does not establish

This is an appraisal, not a completion report. The distribution package, 3,000 smart or prepaid meters and 5,000 solar home systems, are design targets for 2026 to 2030. The plant under repair and the 3.5 MW solar connection are described as expectations, not confirmed operation. The document does not establish today's condition of the Bosaso network, current tariffs or current outage patterns, and the figures are as of November 2025. Nothing here assigns fault for the capacity gap.
