In brief
- On 2020-02-05 Somaliland Sun reported Raysut Cement is in discussions with Cementia AG to acquire a 75% shareholding in LH Maldives Ltd.
- The same report says Raysut is constructing a 1.0Mt/yr grinding plant with MSG Group in Somaliland.
- The report establishes no outcome after that date, and no value, capacity or funding for the Maldives stake.
On 5 February 2020, Somaliland Sun reported that Oman-based Raysut Cement is seeking a 75% stake in a cement terminal in the Maldives. The report attributed the plan to a Raysut disclosure filed with the Muscat Securities Market (MSM) in Oman.
Raysut stated, in the disclosure reproduced by Somaliland Sun, that it was "in discussions with Cementia AG of Zurich to acquire its 75% shareholding in LH Maldives Ltd". The same disclosure described LH Maldives Ltd as a cement terminal located at Thilafushi Island, Maldives.
Somaliland Sun also reported that both Cementia and LH Maldives are controlled by LafargeHolcim. That ownership claim is the publication's own statement and is not corroborated by a primary record in the evidence.
The report framed the Maldives move as part of Raysut's long-term global expansion strategy, and set out other Raysut projects. According to Somaliland Sun, Raysut is constructing a 1.0Mt/yr cement grinding plant in collaboration with MSG Group in Somaliland. The publication described Somaliland as "internationally recognised as an autonomous region of Somalia"; that wording is its characterisation, not SCR's.
The report also stated that in September 2019 Raysut signed an agreement to set up a 1.0Mt/yr grinding plant in Duqm, Oman, and that Raysut is setting up a US$200m integrated cement plant in Georgia via its UAE-based subsidiary Pioneer Cement. It does not state whether the Georgia figure is project value, investment or total cost.
What the report does not establish is equally material. It records discussions, not a purchase: it does not say Raysut acquired, completed or funded any stake in LH Maldives Ltd, and it gives no value for the 75% shareholding, no capacity or throughput figure for the terminal, and no completion or current status for the Somaliland grinding plant beyond the word "constructing". No counterparty, contract value or construction status is given for the September 2019 Duqm agreement.
Everything above rests on a single 2020-02-05 report. Nothing in the record establishes what happened after that date to the Maldives talks, the disclosure, or any agreement.
