The Federal Ministry of Public Works, Reconstruction and Housing (NAGAAD) published an updated environmental and social management plan for the Somalia Urban Resilience Project Phase Two (SURP-II) in Garowe, dated May 2022 and posted in May 2025. It states that the project will finance five urban roads in the city.

What the source records

The plan names the five roads as 30ka Road, Wadajir-Waberi Road, Gambol Road, Inji Road and Towfiq Road, with a total length of about 7.6 km inside Garowe City, according to the Federal Ministry of Public Works, Reconstruction and Housing (NAGAAD). The same document records a prioritised bridge over the Togga Garowe on Gambol Road at Km 1 + 172.5, described as a five span deck with 25 m outer spans and a 45 m central span, two lanes, 2.0 m walkways and a stated length of 140 m. Garowe Municipality is named as implementing agency and the World Bank as proponent.

What it means on site

For an engineer or supplier, the document fixes the scope and the main dimensions of the crossing, and the road names give a starting point for a site walk. Setting out, beam spacing at 1.625 m centres and bracing beams at 5.0 m centres are stated in the plan, so they can be checked against the issued drawings. The plan notes the bridge may require new alignments affecting a few households, which points to right of way and resettlement records as the documents to read before mobilising.

What the source does not establish

This is a design-stage safeguards document. It does not report construction progress, tender awards, contractors or completion, and the posts date is not an as-of date for the works. The May 2022 date means dimensions and counts are as designed then. A current statement of the roads and bridge would come from the municipality's works department, the project implementation unit or a supervision consultant's progress report.

What to do next

Ask Garowe Municipality and the SURP-II project implementation unit for the current works status, the approved drawings and the right of way or resettlement records for the Gambol Road crossing before pricing or mobilising.
