Galkayo to Xarfo road
A road between Galkayo and Xarfo in Puntland, 66.5 km as the African Development Bank appraisal gives it. Garowe Online reported in July 2025 that Puntland's president laid its foundation stone, with the road paid for from Puntland's own revenue after an AfDB route stalled over where contracting would be managed. The AfDB appraisal of November 2025 still lists the road as prioritised for civil works under its programme. The two sources disagree, and both are shown.

Why the AfDB route stalled: contracting centralised in Mogadishu, Garowe Online reports
The report says the road was initially to be funded through the AfDB but that the federal Ministry of Public Works insisted contracting and project management be centralised in Mogadishu, after which Puntland proceeded with internal resources.

Galkayo to Xarfo, 66.5 km, prioritised for civil works under the AfDB programme
The appraisal report says the government prioritised Lot 2 Section 1, the 66.5 km Galkayo-Xarfo road in Puntland, together with Dhusamareb-Qarathi, for civil works.

How this record was put together
PLAN-006 (AfDB appraisal, November 2025) and WORK-035/036 (Garowe Online, July 2025) describe the same road, and WORK-036 says it was first to be funded through the AfDB. They disagree on its funding and status, so both status claims are kept and a conflict is open for review.
