About the tender
Horn Vision, a non-governmental organisation based in Puntland that implements the UPSHIFT programme with UNICEF Somalia, is seeking a firm to design, build and host an online platform for the programme across Somalia. The platform will record green economy organisations from every programme location, publish programme news and events, and showcase youth businesses. The assignment ends with the platform being handed over to Horn Vision.
What the work covers
- Design, build and host a secure online platform with login-only database access, public news and showcase pages, and data protection built in.
- Build a green economy private sector database holding one record per organisation, covering name, type, sector, location, contact details, size, what it offers young people, source and date, and whether contact has been agreed.
- Provide an import template, upload private sector mappings from the programme locations with duplicate checks, and let editors upload later mappings with the same template.
- Provide search and filters by location, sector and what is offered, a record view per organisation, and an outreach log recording date, who made contact, what was discussed, outcome and next step.
- Build a programme news module of short posts with photographs, published by editors and visible to the public.
- Build a youth business showcase with a page per business covering name, location, sector, what the business sells or does, a short story, photographs and contact, published with the owners' consent and searchable by location and sector.
- Provide exports to Excel or CSV of any filtered organisation list, plus summary counts by location and sector that match the exports.
- Set up three user roles with access controls: administrator, editor (one set per programme location) and viewer.
- Make the platform usable on laptop and phone over low bandwidth in English, with Somali where it helps editors and the public.
- Develop a short system manual and user guide, and train editors and administrators, then hand over administrator access, a full data export, the manual, the source code or configuration, and the hosting and domain accounts.
How to bid
Proposals must reach Horn Vision by 10 November 2026. They can be sent by email or delivered in a sealed envelope to the Horn Vision physical address in the Spaghetti House area, Garowe, marked HLG-ZA-180.

The notice governs, not this page. Where the two disagree, the notice is right, and the desk wants to know: tell the desk and the entry is corrected or taken down the same day. An entry is also taken down at the request of the body that issued it.
