The post provides technical leadership for monitoring, evaluation, research, evidence generation, reporting, learning and knowledge management across JRP 2.0, which WFP runs jointly with UNICEF in Somalia, and its Crisis Modifier. The role reports to the JRP Coordinator and works closely with WFP and UNICEF monitoring and evaluation focal points, technical teams at country and area office levels, government counterparts and partners.
What you will do
- Lead the development, implementation and periodic updating of a joint monitoring, evaluation and learning workplan covering both JRP 2.0 and the Crisis Modifier.
- Coordinate monitoring and evidence work across WFP and UNICEF, setting clear roles, common standards, agreed timelines and consistent technical approaches.
- Maintain and operationalise the joint results measurement framework, indicator reference sheets, monitoring plan, reporting calendar and performance tracker.
- Consolidate and analyse monitoring findings across sectors, locations, agencies and partners, highlighting progress, gaps, risks and required management action.
- Plan and provide technical oversight for baseline, midline and endline assessments, including methodologies, sampling, questionnaires, field protocols, analysis plans and reports.
- Coordinate data collection and the work of field enumerators, third-party monitoring providers and contracted research firms.
- Refine and operationalise the Crisis Modifier theory of change, monitoring framework and longitudinal panel design following household cohorts through baseline, midline and endline.
- Produce analytical monitoring products and timely updates after each monitoring round, identifying practical programme adjustments.
- Support the development of a jointly prioritised evidence and learning agenda and generate evidence and knowledge products for decisionmakers and external audiences.
- Strengthen the monitoring capacity of WFP, UNICEF, government and partner staff through training, coaching and practical tools.
What you need
- An advanced university degree in monitoring and evaluation, statistics, economics, development studies, social sciences, public health, agriculture, international development or another related field, or a first university degree with additional years of relevant experience.
- Demonstrated technical knowledge of monitoring, evaluation, research and evidence generation, including mixed-method approaches and the triangulation of quantitative and qualitative evidence.
- Experience coordinating monitoring and evaluation work across more than one agency or partner, with common standards and agreed timelines.
- Skill in designing and overseeing assessments and surveys, covering methodologies, sampling, questionnaires, field protocols and analysis plans.
- Ability to analyse monitoring findings across sectors and locations and to translate them into clear messages for programme and strategic decisions.
- Experience maintaining data quality, consistency, security and compliance, including integrated datasets, indicator databases, metadata and audit trails.
- Ability to apply ethical, conflict-sensitive, gender-responsive and inclusive monitoring standards.
- Skill in producing dashboards, reports and knowledge products that visualise and communicate programme results.
- Ability to work with government counterparts, field offices, cooperating partners, third-party monitors, research firms and academic institutions.
