The Danish Refugee Council (DRC) has issued Request for Proposal RFP-SOM-HGA-2026-006 for a consultancy to carry out a market systems analysis and develop market actor-led action plans. The work sits under the Sida III project, "Inclusive Livelihoods for Vulnerable Pastoral Groups", which DRC runs as part of the Somali Resilience Programme (SomReP) in Somaliland, and relates to Outcome 3, Output 3.2 on improving pastoralists' and agro-pastoralist farmers' access to input, output and service markets. What the work covers

  • Conduct a market systems analysis covering the four named locations.
  • Produce practical, market actor-led Market Systems Action Plans for Arabsiyo, Baligubadle, Jaleelo and Salahley.
  • Base the action plans on the market systems analysis and on viable commercial opportunities.
  • The action plans are intended to improve pastoralists' and agro-pastoralist farmers' access to input, output and service markets, under Outcome 3, Output 3.2 of the Sida III project.

What bidders need

  • Bidders must be consultants or consulting firms registered in Somaliland, Somalia or internationally.
  • Bidders must have demonstrated experience in Market Systems Development (MSD).
  • Bidders must have demonstrated experience in agricultural and/or livestock value chains.
  • Bidders must have demonstrated experience in commercial feasibility.
  • Bidders must have demonstrated experience in private-sector engagement.
  • Bidders must submit separate technical and financial proposals together with all supporting documents required under RFP-SOM-HGA-2026-006.
