It does not say the team repeats it on the tenth pour, in the heat, with the materials actually delivered.

Weak supervision then hides the result. Covering work is the moment the record dies: blockwork over a damp proof course, backfill over a pipe joint, screed over a membrane. If nobody inspected and signed before the cover went on, the only evidence left is a photograph, a diary note or nothing. Ask the site supervisor what daily checks were made and who signed them. If the answer is a verbal assurance, treat it as an unverified claim.

What does weak supervision let through?

It lets through the faults that are cheapest to fix at the time and expensive to fix later. Common examples on building work include insufficient cover to reinforcement, joints that are not wetted or bonded before the next pour, backfill placed in thick loose layers, and drainage laid to a fall that nobody checked with a dumpy level and staff or a laser against the specified gradient. Each fault is small on the day and buried by the next trade.

Exposure conditions and the cover and curing requirements that follow from them belong to the project. Confirm them against the project specification with your engineer, and check the batching and curing record rather than the finished surface. Poorly controlled concrete looks acceptable on the day and shows its weaknesses months later.

How do you detect the gap on your site?

Detect it by looking for records, not for assurances. Walk a recent site and ask for three things: the inspection sheet for the last pour, the level record for the last drainage run, and the photograph log for the last covered element. If those do not exist, the supervision gap is real, whatever the assessment certificates say.

A short practical test works better than an interview. Ask the foreman to set out one corner and check it yourself with a level. Ask the steel fixer to show cover on a bent bar. Ask for the concrete delivery note and compare it with the pour record. A worker who has genuinely absorbed the training will show the check without being prompted. A worker who passed the test but never works to a written check will not.

Then close the loop. Write the inspection points into the programme, hold a signature for each, and stop the next trade until the sheet is signed. Confirm hold points with the project engineer, because the sequence and the tolerances belong to the specification, not to a general rule.
